Objectives
The EU Preparatory Action (PA) 'Innovation for place based transformation' is dedicated to empower territories in supporting policy practitioners in building capacities, designing and implementing transformative approaches.
In concrete, it aims at:
- Raising awareness and enhancing understanding of transformative innovation policies
- Enhancing the readiness of territories to implement transformative innovation policies through the development of new capacities
- Experimenting using participatory and innovative approaches to meet complex sustainability transition challenges
- Informing the debate on an EU Policy framework fit for the future beyond 2027
Call for Expression of Interest
The Call for Expression of Interest to participate in the Preparatory Action 'Innovation for place-based transformation' is open until 22 November 2024.
Public sector authorities from EU Member States, Candidate Countries for accession to the EU and Horizon Europe Associated Countries are invited to express their interest to participate leading their territorial ecosystems in this PA, supported by the European Parliament.

Key outputs
The main outputs from the PA will be a general advancement in the application of transformative innovation policies across EU regions and beyond. This will be achieved through a specially developed and implemented capacity building program. Additionally, there will be 7 experimentation journeys targeting real challenges in participating territories and offering real solutions. Research activities on transformative innovation policy practice will also be conducted, along with policy discussion and inputs for the next programming period.
These outputs will contribute to the overall goal of advancing innovation and policy development in the EU and beyond.
Duration
The EU Preparatory Action 'Innovation for place-based transformation' will take place from 2024 to 2026.
