The Working Group brings together academic experts and policy practitioners interested in systems thinking, measurement, modelling and their applications to transformative societal outcomes in Europe. It provides a space for collective learning, reflection, and co-creation.
The aim of the third meeting of the Working Group was to present, discuss and validate an early working version of the POLYTRoPOS (POLYvalent model for the ex ante evaluation of TRansformative Policy Scenarios) System Dynamics model by the JRC, applied to the case of renewable energy in the EU27. In its current form, the model is suitable for the exploration of policy scenarios that seek to couple the effective deployment of renewables in Europe with the parallel development of domestic production capabilities in associated value chains (e.g. for renewables, batteries, electric vehicles etc.) through innovation.
During this meeting:
- We learned about the economics and history of the development of productive capabilities in a fascinating keynote by Prof. Ha-Joon Chang (SOAS, University of London);
- We updated the group on progress in our project and on the model development process;
- We demonstrated the behaviour of an early prototype of the POLYTRoPOS model, parameterised for the case of renewables and related value chains at the EU27;
- We saw examples of related modelling work at the University of Exeter and in DG Research and Innovation;
- We began co-creating illustrative challenge-led policy scenarios for the EU, national and regional levels;
- We held a meeting of the Advisory Board where we received feedback on the current prototype of the model and discussed future directions for the model and the project.
