At EUSPRI25, hosted by TU Dortmund, we presented preliminary results from the REGDUALOSA Exploratory Research Activity to an audience of leading academics and experts in innovation policy for transformation.
Speakers Raúl González Muñoz, Anna M. Burton, Coronel Juan Carlos Castilla, and Carmen Sillero Illanes examined how regional innovation policies can support dual-use and defence technologies, with a focus on space technologies and case studies from Podkarpackie, Andalusia, and Estonia.
The session explored how Preparedness by Design, multilevel governance, coherent funding (including STEP, ERDF, Horizon Europe, EDF), and interregional cooperation can strengthen the European defence market, create EU added value, and enhance territorial resilience. It also highlighted the importance of aligning Smart Specialisation Strategies with new EU priorities, addressing policy fragmentation, and developing flexible funding mechanisms for the post-2027 Multiannual Financial Framework.
Key takeaway: territorial preparedness is emerging as a driver for innovation and EU strategic autonomy.
